The hearing impaired may get permission to drive in the country, the government told the Delhi high court on Monday. "We are considering issuing driving licences to hearing impaired people and thinking of amending our rules and regulations under the Motor Vehicles Act," additional solicitor-general AS Chandiok told the court.
Chief justice Ajit Prakash Shah and justice S Muralidhar allowed the Centre to take three months to come out with a proposal for and the modalities of the amendment. The Act prohibits the hearing impaired from obtaining a driver's licence as they could be a source of danger to the public.
There are about 50 million hearing impaired people in India. The judges were hearing a public interest petition by the National Association of the Deaf (Nad) seeking a direction to quash the requirement of having 'no hearing impairment' for the issuance of a driving licence.
Nad said the deaf are not allowed to drive in only 26 countries, including India."The only reason why India is not willing to issue licences is that Indian vehicles lack the special gadgets that vehicles in other countries have. But we are considering the same and hoping that we will be able to amend some rules," Chandiok said.
Medical experts say those who can hear up to 60 decibels with a hearing aid can be permitted to hold a driving licence for private vehicles, while those with a hearing level of up to 40 decibels with a hearing aid can be allowed to drive commercial vehicles.
Nad says even the Delhi Police website indicates that deaf people can drive: "There is no reason why a deaf person cannot drive a private motorcar. However, the possibility of additional rear vision mirrors may need to be considered."

I am the mother of a hearing impaired boy in Bangalore. I saw this post only today. I was wondering if any progress has been made after this news item.
My son has been eagerly awaiting some kind of amendment in the Motor Vehicle Act so that he also can have the privelage of using a 2 wheeler or a 4 wheeler while going to work.
There are boys of this community who are already on the road without licences. It would be nice to give them the dignity to drive with licences. Like people with problem vision driving with glasses, people with low hearing could also be allowed to drive with hearing aids and maybe signs on their vehicles showing that the driver is a hearing impaired person.

Good news regards this driving License to all my brothers and sisters in all over India.
I am suggesting you that we can drive any private vehicle with hearing Aids so we must do as strict fellow then RTO can permit us for driving license. One more moments as very important that we must be careful as show proof that we can more care ride on road than hearing people due they still continue talking on mobile while ride, talking with partner, listening music. In fact we never as unable use mobile while ride due to we need both hands for typing as sms, about music we unable hear clarify, unable talk with partner due we need face to face talk as sign as well.
One important that we didn’t allow drive with yellow number plate.
Please every brothers and sisters fellow this important. I have experienced that somewhere offices companies section head order to hearing impaired person to drive yellow number plate for office work without given authorized letter. I caught them and explained as success. Same way don’t allow use Forklift and Crane etc vehicle in everywhere due to their license are really different.
When emergency time we can share to everybody with confidence as we have authorizing driving license.
May be my dream will come true as we or our next generation can join in Army, Navy & Air force (Defense area) which impossible for hearing impaired as missed chance.
Impossible Mean I AM POSSIBLE.
In India somewhere (I don’t want mention their names) hearing impaired can drive fire brigade bus, Ambulance with serious patience that time was very difficulty to search authorized driver then hearing impaired success drove and saved their valuable life. Truly he not has driving license !!!!! etc many stories.
